The people of this state do not yield their sovereignty to the agencies which serve them. The people, in delegating authority, do not give their public servants the right to decide what is good for the people to know and what is not good for them to know. The people insist on remaining informed so that they may retain control over the instruments they have created. RCW 42.30.010
Spring Street Pocket Park Project Construction Update - February 21, 2017
This is a construction update on what to expect today through the remainder of the week.
Staging for the Spring Street Pocket Park Project began Monday, February 20, 2017. The Contractor (Mike Carlson Enterprises) is preparing the site for installation of the Spring Street Pocket Park. The Contractor is currently lowering the stormwater manhole located at the site. A notice for construction of the Spring Street Pocket Park will be posted later this week.
What to expect the week of February 20th to February 24th:
Project Date(s): The Town anticipates three to five (3-5) working days to complete this task. Construction of the Pocket Park is scheduled to begin Monday, February 27, 2017.
Working Hours: The Contractor is authorized to work Monday through Friday from 7:00 AM to 7:00 PM. No construction is anticipated over the weekend. Equipment may be moved into barricaded areas each evening. The project site will be cleaned daily.
Street Closure: There will be a partial street closure this week. The lower southbound lane of Second Street (along Friday Harbor Drug Store) will be closed to vehicle access during construction hours. The purpose of partial closure is to enhance pedestrian safety at the crosswalks and minimize vehicle congestion. A Flagger will remain on-site during street closures. A traffic plan will be published prior to construction of the Pocket Park.
Pedestrian Access: The public is asked to stay within designated areas and follow posted signage for their personal safety. Access through the intersection and breezeway will be as follows:
Parking: Some parking stalls will be used for pedestrian access to sidewalks. The majority of parking stalls on both sides of Spring Street will remain open for use.
Utility Interruption: There should be no utility service interruption for businesses.
Every effort will be made to limit closures, delays and noise from retrofitting the manhole.
Questions regarding the project may be directed to Town Hall at 378-2810 or the on-site Project Manager. As always, the Town appreciates the continued patience of business owners, residents and visitors.
