Backflow Testers
Overview
As of December 1, 2025, the Town partners with Backflow Solutions, Inc. (BSI), to manage the water department’s backflow prevention program. This program is designed to protect the public water system from any potential cross contamination.
Requirements
Backflow devices are required on specific properties based on use type. It is the Town’s responsibility to ensure that devices are installed where needed, that annual testing is being conducted, and that all documents are properly filed according to Washington Department of Health (DOH) standards.
It is the property owner’s responsibility to schedule annual testing. These companies currently serve San Juan Island.*
It is the tester’s responsibility to submit the results on BSI’s online portal and pay their submittal fee.
Testing Reminder Notices
BSI will send annual reminders of the required testing to those utilizing a backflow prevention device. The results of the test are required to be documented and submitted online to BSI by the tester.
Failure to Comply
Failure to comply with the program may result in termination of water service.

The Town has contracted with BSI to assist with state-required cross-connection/backflow tracking regulations. BSI now serves as the primary point of contact for the program.
BSI is North America's leading cross-connection control/backflow data management and program administration firm. Their responsibilities include sending notifications, assisting with customer service inquiries, and managing required data on behalf of the Town.

Property owners may compare services and costs among Certified Backflow Testers who have submitted tests and certification information to the State Department of Health.
