What is a Comprehensive Plan (Comp Plan)

A comprehensive plan is a broad statement of the community’s values and vision for the future.  This 20-year blueprint guides decisions on land use, housing, transportation, capital facilities, and utilities as required by Washington’s Growth Management Act.  

The Town of Friday Harbor's Current Comprehensive Plan also includes chapters on economic development and parks plus a joint planning agreement with San Juan County.  This plan is specifically intended to protect the town’s character, scale, and identity by providing  a basis for regulations to manage growth and development.  Read more on our Comprehensive Plan page.

How often is it updated?  The comp plan is a living document designed to anticipate and adapt to evolving conditions by providing a framework that allows the Town to consider policy changes.  This includes a state-mandated periodic update of the entire document every decade and the option of additional off-cycle amendments in response to public requests.

Requests for changes to the comp plan are currently being accepted.  The Town's 10-year periodic update is underway and scheduled for completion in 2025.  

Share your vision for 2045

The periodic reviews are an opportunity for the community to collectively look at the big picture, share ideas, and seek agreement.  This is also how the Town stays up to date with citizen needs and state requirements.

How can I get involved?  At each milestone of the current review, the Town will hold community engagement activities including pop-up events, surveys, workshops, and public meetings.  See our engagement plan for more information:   2025 Comp Plan-Phases of Engagement

How do I submit a comp plan change request?  The Town values your ideas and encourages your requests.  Please submit yours in writing to Town Hall at 60 Second Street South; by mail to Town of Friday Harbor, Community Development Department, P.O. Box 219, Friday Harbor, WA 98250; or by emailed to CompPlanUpdate@fridayharbor.org, subject line “2025 Comprehensive Plan."  Use of the Request for Change to Comprehensive Plan form is recommended but optional for this periodic update only. (Off-cycle requests must use the form and pay the associated fee.)
